In a bold move unveiled during the 2025/26 national budget presentation, Tanzania’s government has proposed amending the Insurance Act, CAP 394, to require all foreign visitors to purchase travel insurance upon entry into the country. Modelled after Zanzibar’s October 2024 scheme, the measure is designed to enhance protection for international travellers while strengthening the nation’s health and tourism infrastructure.
Under the new provision, foreign nationals—excluding citizens from East African Community (EAC) and Southern African Development Community (SADC) member states—will be required to pay US$44 for insurance coverage valid for up to 92 days, covering medical emergencies, repatriation, accidents, baggage delays, and theft. Operated as a public–private partnership between private insurers and the National Insurance Corporation (NIC), the programme includes a revenue-sharing framework aimed at ensuring operational efficiency and high service quality.
